[ofw] question on windows svn tree

Before NDI is merged into the trunk, OFA should discuss if NDI is the correct
direction for the OFA software stack.

Along these lines, who are the maintainers of the various kernel and userspace
components?  I don't see many patches on the mailing list for changes to the
Windows stack.  Is there a specific reason why this is?
