There's been a WinMad driver and library added to the WinOF stack, along with a
port of libibumad.  We're still working on integrating the changes to libibmad
and the ib-diags needed to make them work on Windows back into the main git
repository.  Once that work is complete, the ib-diags that are available on
Linux today will also be available on Windows; this includes the perfquery
utility.

Arlin Davis and myself are completing this work, but would happily take any
assistance porting the diags or opensm.  :)
