[ofw] ***SPAM*** [PATCH-2/3] [QLGCVNIC_CONFIG] Expose vendor defined device in ibiou

All,

Attached is patch of new user utility which I want to be moved under "tools"
directory.

This patch is part of the solution for having a vendor defined device
created by ibiou.

This tool sends device IOCTLs to IBIOU for listing the reachable IOCs and
for creation of child PDOs.

Please send me your comments/suggestions on this so that we can move in
asap.
