[Users] RDMA capabilities for HTTP

I'm not sure that tuning would help you too much for this workload. Most of
the improvements for ipoib help with bandwidth. Usually people go to RDMA
for your workload, but since you need to terminate http someplace, that
doesn't point in any obvious directions.
