[libfabric-users] libfabric v1.17.1rc1 now available

Release candidate 1 for 1.17.1 is now available:

Maintainers, please update the NEWS.md in v1.17.x branch prior to the final release.  If you're aware of other fixes needed for 1.17, please let me know.  Otherwise, I expect we'll move to the final release next week.
