[Ofa_boardplus] Important message re; DRAFT Bylaws and October 17 & 24 OFA Meetings - Please read

Section 5.3.1  Working group Chair/Cochair

The "interim Chair" makes no sense since that person is appointed the same
way as the regular chair and the board can reappoint at will.
