[Ofa_boardplus] Bylaws reflector -- clarifying update

I want to send an update to clarify the process for signing up for the
reflector. There's apparently some confusion which I'd like resolve.

The text I sent earlier:
Another result of this specific discussion was the need for a voluntary
email reflector for those who choose to participate. To sign up for this,
please go to the following link and look for "Bylaws":

https://lists.openfabrics.org/mailman/listinfo

When you go to the URL above, you'll see the Bylaws reflector as one of the
options. Click on that and supply your email address and other information
and you'll receive a confirmation email.

This will give you some options for confirmation, probably the easiest of
which is to simply reply to the email per the instructions you'll see.

If for any reason this doesn't work for you, please let me know and I'll
immediately work to assist you
