[Ofa_boardplus] Agenda for today's XWG meeting

I've attached the agenda.  Unfortunately, I couldn't find a copy of the
minutes from the last meeting and I haven't heard back from Michael, so we
might have to correct the minutes at the next meeting.

Today is a single purpose meeting, and that is to get the new bylaws
package, the whole thing with policies and all, into the hands of members
to start a review cycle.
