[ofiwg] libfabric v2.5.0 is now available

The OpenFabrics Interfaces Working Group and the libfabric community are pleased to announce the release of version v2.5.0 of libfabric and fabtests. The source packages (.tar.bz2) can be downloaded from:
 
https://github.com/ofiwg/libfabric/releases/tag/v2.5.0

The packages are signed. The signature can be verified by downloading the `.asc` files and running the following commands:

    gpg --import public_key.asc
    gpg --verify libfabric-2.5.0.tar.bz2.asc libfabric-2.5.0.tar.bz2
    gpg --verify fabtests-2.5.0.tar.bz2.asc fabtests-2.5.0.tar.bz2

This release brings a new architecture for the shm provider, updates the psm3 provider to match IEFS 12.1.0.1 release, enables 32-bit build support, and includes various fixes and improvements to the core and providers.
